(UPDATE) THE Commission on Elections (Comelec) on Tuesday addressed growing concerns over the apparent delay in the unofficial count of a poll watchdog, assuring the public that no vote manipulation or system glitch has occurred.
In an interview, Comelec Chairman George Erwin Garcia said the delay was not due to any failure on the part of the Comelec, but likely stemmed from technical issues with the data processing at the Parish Pastoral Council for Responsible Voting (PPCRV) Command Center.
