The Abu Dhabi government has unveiled its plan to position the emirate as a global leader in AI-driven governance.
The Abu Dhabi Government Digital Strategy 2025-2027, implemented by the Department of Government Enablement – Abu Dhabi (DGE), aims to transform the emirate’s government into an AI-powered, agile, and technology-driven entity.
The strategy is backed by a significant investment of Dhs13bn over the next three years to drive innovation, enhance digital capabilities, and accelerate technology adoption across government operations.
Strategic goals and investments
The strategy focuses on building a robust digital infrastructure to support a flexible and scalable foundation for government operations.
One of its key goals is to achieve 100 per cent adoption of sovereign cloud computing for all government functions, alongside the digitisation and automation of all government processes. Additionally, the strategy includes the development of a unified digital enterprise resource planning (ERP) platform designed to streamline operations, increase productivity, and enhance efficiency across various government entities.
As part of the initiative, Abu Dhabi plans to implement over 200 innovative AI solutions across government services, solidifying its status as a global hub for AI-driven innovation.
The government will also focus on developing comprehensive digital guidelines and frameworks to ensure the highest cybersecurity standards are maintained, preparing the emirate for future technological challenges.
AI for all: Empowering citizens
A significant component of the strategy is the “AI for All” programme, which aims to equip Abu Dhabi’s citizens with the skills and knowledge needed to leverage AI applications.
The initiative underscores the emirate’s commitment to empowering its population, ensuring that AI adoption is inclusive and accessible to all.
Ahmed Hisham Al Kuttab, chairman of the Department of Government Enablement – Abu Dhabi (DGE), emphasised the government’s vision for a fully AI-integrated administration.
“The Abu Dhabi Government Digital Strategy 2025-2027 reflects our leadership’s vision of being an AI-native government, seamlessly integrating AI across all government systems for a future that is proactive, agile and fully technology-enabled. By incorporating AI, cloud technologies, and data-driven insights into our government’s DNA, we will transform public service delivery, optimise government operations, and drive sustainable economic growth,” Al Kuttab said.
Building on a decade of digital evolution
The Abu Dhabi Government Digital Strategy builds upon more than ten years of digital transformation, advancing from e-government services to smart services, and now to AI-powered services.
The latest initiatives, such as the third evolution of the TAMM platform (TAMM 3.0) and the Abu Dhabi Program for Effortless Customer Experience, are designed to provide next-generation digital solutions rooted in AI, sustainability, cloud computing, and data analytics.
These advancements are expected to contribute significantly to the emirate’s economic growth, with the strategy predicted to add over Dhs24bn to Abu Dhabi’s GDP by 2027 and create more than 5,000 jobs.
The initiative also aligns with the government’s Emiratisation efforts, creating opportunities for UAE nationals in the burgeoning digital economy.
Collaborations with global partners
Abu Dhabi is cementing its position as a global leader in digital governance through strategic collaborations with renowned global and local institutions. Key partnerships include the Mohamed bin Zayed University of Artificial Intelligence for AI upskilling, the Advanced Technology Research Council (ATRC) for developing large language models, and G42 for AI infrastructure development.
These collaborations, along with other global partners, will provide the necessary infrastructure and expertise to support the emirate’s ambitious goals of becoming an AI-first government, driving innovation, and promoting sustainable development.

By leveraging AI, cloud technologies, and data analytics, Abu Dhabi is set to transform the delivery of public services, optimise governmental operations, and foster a more sustainable and economically resilient future.
The strategy not only promises to revolutionise government services but also offers a model for other nations looking to integrate advanced technologies into public governance.
