Are streaks/patches of tar on the street indicative of possible foundation issues (or increased likelihood) with the homes? : RealEstate

For context, east of I-35 in Austin is said to have a higher chance of foundation issues due to the soil.

My neighborhood is in East Austin maybe 10min away but looks nothing like the roads in the link above. That whole neighborhood is newer than mine but there are streaks of tar on a lot of their streets. Why is that?
