Former foreign minister Alexander Downer says a Russia invasion of Ukraine is “very unlikely”.
“It wouldn’t be a sustainable invasion – it defies rationality really,” Mr Downer said.
“In a way, President Putin is achieving what he wants, which is to make sure Ukraine doesn’t join NATO.”
