MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) on Monday turned over evidence to the Land Transportation Office (LTO) against motorists caught on CCTV covering their license plates to avoid penalties under the No Contact Apprehension Policy (NCAP).
According to Gabriel Go, head of the MMDA Special Operations Group, more than 50 vehicles with covered license plates were caught by CCTV cameras just within a week of NCAP’s implementation.
Go said that they also received evidence from social media posts uploaded by concerned citizens.
Based on MMDA data, 94% of the vehicles caught with covered plates were motorcycles. LTO Executive Director Greg Pua Jr. said the agency will issue show cause orders to the registered owners of these vehicles.
“Their driver’s licenses may be suspended or revoked, especially if proven that the covering was intentional to avoid NCAP penalties,” Pua said.
The LTO warned that erring motorists also face criminal charges under Section 12 of Republic Act 11235 or the Motorcycle Crime Prevention Act. The law carries a penalty of six months to two years of imprisonment and a fine of up to P10,000.
“We won’t allow motorists to break the law just to avoid fines. We already have solid evidence, and we will pursue action,” Go said.
