PLANS for holiday accommodation near Llanrhaeadr-ym-Mochnant have been refused by planners, due to road safety concerns.
Evans Partners wanted to place five holiday pods, and all associated works, at land on Brithdir Farm.
There the family run a successful organic dairy farm over 550 acres of land.
But concerns raised by the Powys County Council’s highways department on the safety of entering and exiting the site from the B4580 road were left unanswered.
At the start of the planning process last summer the highways department objected to the plans due to the lack of detail given.
They pointed out that visibility to the north of the exit was “severely substandard”.
A planning statement which supported the application stressed that the site would have “excellent access and car parking facilities.”
Over the autumn and winter changes to the access were proposed but there were issues with each version.
Highways officer Simon Crew said “The Highway Authority (HA) have been in discussion with the LPA, (Local Planning Authority) the applicant, and their appointed agents, and await the submission of revised drawings.
“Should no acceptable revised drawings be submitted, the HA shall maintain their previous objection.”
Planning officer, Rhys Evans, said: “It is considered that insufficient information has been submitted as part of the application to demonstrate that the access improvements proposed achieve a safe access and egress to and from the application site.
“The proposed development therefore fails to comply with policies.”
Agent Richard Corbett of Roger Parry and Partners had explained the proposal in a planning statement.
Mr Corbett “The proposal has been allocated on pasture close to Brithdir Farmhouse, the site benefits from excellent road access while also being screened by the existing hedge row.
“This site has been chosen due to the excellent access off the road, allowing visitors to gain access to the site without having to travel down country roads with poor visibility and passing places.
“The site will also allow a member of the Evans family to be close by to ensure site security and availability if a problem were to arise.
“The site will be accessed off the B4580 with excellent access and car parking facilities.”
“Mr Evans realises the need to diversify to improve the sustainability
of the land and provide an additional income.”
Mr Corbett pointed out that the site is in an area where “extensive activities” are available for visitors to enjoy.
