MANILA, Philippines — Former Finance Secretary Margarito Teves defended the government’s decision to transfer idle funds from the Philippine Health Insurance Corporation (PhilHealth) to the Bureau of the Treasury (BTr), arguing that the move enhances fiscal management without weakening healthcare services.
Speaking before the Supreme Court as amicus curiae during the recent oral arguments, Teves said that the national government is in a better position to utilize these funds for essential public programs.
